The Jay city council approved hiring two dispatchers for the city’s police department on Monday, Nov. 5, during a regular city council meeting.

Joey Edmondson was hired at the dispatch supervisor and city clerk at a yearly salary of $25,200 and Arawanah Kirby was hired as a full-time dispatcher at a yearly salary of $18,600.

Jay Police Chief Mike Shambaugh praised the department’s dispatch staff also cited their continued education which helps the force during times of emergencies.

“They (the dispatch staff) was on top of it,” said Shambaugh referring to a police pursuit that led in Missouri.

“One (dispatcher) was talking to officers and the other (dispatcher) was in contact with the other (law enforcement) departments,” Shambaugh said. 

The council also approved a contract with Aberdeen Enterprises II as a collection agency to collect court fines.

City Attorney Darrin Cook said there was no cost associated to the city.

A city ordinance regarding medical marijuana was passed. Cook advised the council the ordinance would likely be amended as state navigates the issues related to passing the law.

The ordinance is similar to the ordinance passed in Grove, Cook said.

Some of the highlights of the ordinance include:

A Medical Marijuana Establishment License fee is $500.

A Medical Marijuana Dispensary is prohibited within 1,000 feet of schools, childcare facility, public park, playground or recreation facility and another medical marijuana dispensary.

The dispensary is closed on Sunday, New Year’s Day, Memorial Day, 4th of July, Labor Day, Thanksgiving and Christmas.

The council also approved giving Camrine Thompson the authority to sign the renewal for health insurance with BlueCross BlueShield and approved a contract with Jay Chamber of Commerce.

The amount of the contract is $8,000 and provides for the chamber to provide community events such as the community’s fireworks display.

In the Utilities Authority meeting the council tabled an agenda item that would change Greg Teel to salaried part time at 21 hours per week at $16,300 per year.
