JAY – A Watts man has once again failed to register as a sex offender in Delaware County.
Gary Franklin David, 27, of Watts, has been charged with a felony charge of failing to register as a sex offender after Probation and Parole Officer David Morris, went to his last known address in Watts and discovered that David had left the residence on or about July 12.
According to the affidavit filed in district court on July 17, David had completed the Sex Offender Registration with Delaware County on June 19. On July 16, Officer Morris attempted to contact David to verify his residence and discovered the home in Watts had been vacated. The owners of the residence informed Officer Morris that David had vacated the home on or before July 12.
After checking with the Delaware County Sheriff’s Department, Officer Morris discovered that David had not registered with that department and charges were filed.
David is currently under supervision of the Department of Corrections in a second-degree rape case in Delaware County where he received a 20-year suspended sentence on the 27th day of August, 2001.
On July 20, 2006, David was found guilty of Failure to Register as a Sex Offender in Mayes County where he received a 2-year suspended sentence.
He is required to register as a sex offender until the year 2021.
David remains incarcerated in lieu of a $10,000 bond.
