An Ottawa County man charged with trying to hire an undercover narcotics officer to kill his former fiancée was held over for trial, according to court records.
Ricky Dale Payton, 51, of Miami, is charged in Delaware County District Court in Jay with solicitation for murder in the first degree. He remains in jail on $1 million bail.
Payton appeared in court on Tuesday for his preliminary hearing. He is accused of trying to hire Oklahoma Bureau of Narcotics agent Brian Surber for $2,300 to kill Shari Clapp, 43.
According to a probable cause affidavit signed by Surber, Payton said he would provide a gun and bullets and acknowledged it be okay for the gun to be thrown into the lake. He also told Surber he wanted to read about Clapp’s death in the newspaper.
Clapp has since moved to another state, an investigator with the district attorney’s office said at the time of Payton’s arrest.
