JAY – A sex offender has been charged after Grove Police officers discovered him working on the roof of the Grove Middle School.

Luke Anthony Downs, 18, of Tahlequah, has been charged with sex offender working on school premises, a misdemeanor, after officers investigated a hit and run accident at Lowe’s on July 17.

According to an affidavit filed in district court, Grove Police Lt. Mark Sheridan and Deputy Chief Dan Hinman made contact with the vehicle involved in the hit and run at the Grove Middle School where they discovered that one of the persons involved in the accident was Downs.

Downs is an employee of Jack Parker Roofing out of Broken Arrow, OK and was working on the roof of the school building.

Following an investigation of the suspect, officers found that he was convicted of second-degree rape in Muskogee County where he received a 10 year suspended sentence and is required to register as a sex offender for life.

Downs was in the vicinity of school property when a day camp was in progress, as well as being in the vicinity of the Jack and Jill Day Care Center. Both fall within the 300 foot violation of the sex offender registration act.

Downs was placed under arrest and officers discovered that he had also failed to notify the Okmulgee Police Department that he had moved to Tahlequah.

He has been released on a $500 bond and is set to return to district court on Aug. 7.
